Abstract

This article provides a scholarly analysis of the legal, organizational, and ethical factors that shape public trust in the internal affairs bodies. Public councils, open-door practices, the regular study of public opinion, personnel policy, and professional ethics standards are examined as the principal instruments for building such trust. The relevant experience of the United Kingdom, the United States, Germany, and Canada is analyzed on a comparative basis, and conclusions and proposals of practical significance for national practice are formulated.
