Abstract

Mazkur tezis oliy ta’lim muassasalarida (OTM) strategik boshqaruvni takomillashtirishning nazariy-kontseptual asoslarini barqaror raqobat ustunligini shakllantirish prizmasida yoritadi. Tadqiqot 2012–2022 yillarda Scopus va Web of Science bazalarida indekslangan ilmiy ishlarga tayangan holda narrativ adabiyotlar sharhi asosida olib borildi. Tezisda OTMlarda raqobatning kuchayish sabablari (globalizatsiya, bozorlashtirish, moliyalashtirish qisqarishi, reytinglar va akkreditatsiya talablari) hamda raqobatning ko‘p darajali (ichki–tashqi; milliy–global) tabiatiga urg‘u beriladi. Tahlil natijasida “raqobat raqobatbardoshlik barqaror raqobat ustunligi zanjiri OTM strategik boshqaruvining mantiqiy yadrosi sifatida umumlashtirildi. Barqaror ustunlikning asosiy manbai sifatida taqlid qilib bo‘lmaydigan ichki resurslar, xususan intellektual kapital, bilim boshqaruvi, innovatsion qobiliyat va strategik rahbarlik kompetensiyalari ajratib ko‘rsatildi. Rivojlanayotgan mamlakatlar (jumladan Markaziy Osiyo) kontekstida raqobatni faqat reyting va metrikalar orqali boshqarish salbiy oqibatlarni kuchaytirishi mumkinligi asoslanib, sifat, innovatsiya va ijtimoiy ta’sirni muvozanatlashtiruvchi strategiyalar taklif etildi.
