THE ROLE OF CUSTOMS PAYMENTS IN THE ECONOMIC DEVELOPMENT OF THE REPUBLIC OF TAJIKISTAN

Abstract

In the context of global economic development and the expansion of globalization processes, the customs system plays a crucial role in ensuring economic security and sustainable development. As a developing country integrating into the global economy and strengthening its market-based economic system, the Republic of Tajikistan pays significant attention to the improvement of its customs administration. Customs payments serve not only as an important source of state budget revenues but also as an effective instrument for regulating foreign trade. This article examines the economic essence and significance of customs payments, including customs duties, value-added tax, excise taxes, and other customs-related charges. The study analyzes their role in budget revenue generation, protection of domestic producers, regulation of import and export activities, and maintenance of economic security. Particular attention is paid to recent customs reforms in Tajikistan, including digitalization, simplification of customs procedures, and harmonization of legislation with international standards. The paper also identifies key challenges facing the customs system, such as insufficient digitalization, procedural complexity, corruption risks, lack of qualified personnel, and limited transparency. The author proposes measures aimed at improving customs administration through the implementation of electronic customs systems, modern digital technologies, legal reforms, professional development of customs officers, and enhanced international cooperation. The study concludes that the modernization and digital transformation of the customs system are essential factors for increasing economic efficiency, improving the investment climate, and enhancing the competitiveness of the Republic of Tajikistan.
