ADVANCED ANALYSIS AND EVALUATION OF SYSTEMIC CHALLENGES INFLUENCING THE ROLE OF THE LAND CADASTRE IN INVESTMENT PROCESSES

This article presents a scientific analysis of the impact of the land cadastre system on investment processes. The research identifies key factors limiting investment efficiency, including insufficient spatial accuracy of land parcels, incomplete attribute data, disparities between cadastral and market values, weak interagency integration, and the partial implementation of GIS technologies. Drawing on Presidential Decree No.6061 “On Improving the System of Land Accounting and State Cadastres,” the norms of the Land Code, and analytical reports by the OECD, FAO, and the World Bank, the study examines the legal, economic, and technical dimensions of land cadastre information. The findings demonstrate that improving the accuracy of land data, accelerating digitalization, and integrating land information systems can significantly reduce investment risks, enhance the precision of site selection, and increase overall economic efficiency. The article proposes scientific and practical recommendations for modernizing the land cadastre system, harmonizing valuation methodologies with IVS standards, establishing a unified digital land registry, and achieving full integration of geo-information platforms.
